Upon graduation from AF flying schools in Texas, Carlos earned his wings and commission in 1955. Later that year, he married Katherine, a teacher and native of Lubbock. After his 20-year AF career, Col. Higgins earned his law degree at the Univ. of Texas, and launched his next career, as an attorney.

Higgins Awards include: Resolution adopted by the Texas Legislature in 2002 commending him for exemplary efforts on behalf of senior citizens; Meritorious Service Award, Board President, Round Rock ISD and 4 Distinguished Flying Crosses, 18 Air Medals while flying 259 Combat Missions during 3 tours in Vietnam.

As Chair of the TSHL Legislative Action Committee since 2006, Higgins testifies frequently before Texas Legislature Committees on behalf of TSHL. He has authored several resolutions that have become law, including the Silver Alert system and medical use of marijuana. Higgins serves on the Board of Directors, National Silver-Haired Congress, as immediate past Chairman of the Board.

Catherine and Carlos Higgins have 3 children and 6 grandchildren.
